Question about call center startup.

Hi,
Hey my cousin is planning to open up call center in calcutta. I have all the costs figured out but what i need to know is there any cost effective solution like installing E1 cards so that i can start call center for 20-30 agents without the purchase of expensive server for ACD. Is there any other way of starting call center at low budget of say around 15-20 lacs. Space is own. Please help asap.
