Voip In Dubai

I would like to setup a voip based system to call my home from dubai.
As only my old parents live at home they cant operate computer and so voice chatting with computer is ruled out.

1) My Query is :

Is there any simple device when connected to the other end computer, should give a ring like phone which would help my old parents to pick and talk easly.

if yes where is it available in UAE
or else where ?
