does anyone know if a channel bank is smart enough to send some kind of recording or even h323 “answer” message back even if it is dead air..?

Most channel banks do not have any intelligence. They just do simple conversion. More expensive ones may do ansr suprvisn, but I do not know of any that would do what you are asking.
