About voip wholesale

I am new and have some basic questions on how VOIP wholesale works.
Could someone kindly explain how the voip wholesale business works?
Like what do you purchase from the carriers (minutes or data
capacity), who is doing the billing and how the interconnecton charges
are applied for domestic calls and international calls.
