what are the different ways of Traffic balancing in ZTE and E///

I mean between 900 to 1800 and from 900 to 900

RF planning required for 900/1800MHz. What about using SON with your 3G / 4G Network. More of an automated approach that uses Coverage, Capacity and Quality.
