HR TCH allocation

    Hi all,
    Our customer set
    THR_FR_LOAD_L_SV1 = 0
    THR_FR_LOAD_L_SV3 = 0
    THR_FR_LOAD_U_SV1 = 0
    THR_FR_LOAD_U_SV3 = 0
    However, the HR rate (defined by them HR%=MC370b/(MC370a+MC370b)) reach only 60%-70% while this cell have very high traffic and high congestion rate.
    Customer expects to see HR% to reach ~90%-100% (around 10% due to MS doesn’t support HR, based on counter MC701a+MC701f)
    The BTS/BSC (ALU quipment) is connected to Huawei MSC pool.

    Any idea on this? Pls help.

    AMR_FR and AMR_HR subsets are not the same between MSC and BSC.
    HR subset at BSC: 7.4, 5.9, 5.15. At MSC: 6.7, 5.9, 5.15, 4.75
    Does this affect HR allocation?
