Is it possible that a cell is having more than 100% utilization but still having no TCH blocking. i am confused in my case that a cell is having more than 100% utilization still it is having no blocking.
Utilization is usually calculated for busy hour, so its an averaged value.
A call is blocked due to instantaneous utilization reaching 100%.
Also, in case of GSM, check if you are accounting for HR channels when performing your calculations.
