Hello All,
I wanted to understand the concept of Channel Element while monitoring CE utilization.
If a BTS has 10 CEs available, and a user requires 2 CE for UL and 3 CE for DL, that means he will consume a total of 5 CEs? BTS CE Utilization is 50%?
If I want to see the CE utilization in a BTS at a particular instance, I add up the number of CEs being used up in DL and UL, and then add both?
To check the max CE utilization for a site, I add the DL CE and UL CE and divide by total CE available in the site?

No, It is incorrect assumption.
Most of equipment vendor are designing UL and DL CE separately especially for HSPA. In the case, evaluation of CE utilization should be done separately for downlink and uplink.
DL CE usage = CE usage DL/CE avail DL.
UL CE usage = CE usage UL/CE avail UL.
