SDCCH Usages Issue

    I am using Ericsson system. I am facing issue regarding SDCCH usage. I am using P-GSM band for CHGR=0 and E-GSM for CHGR=1 but SDCCH of CHGR=1 shown idle,Can you please explain the reason and solution.
