    those are protocols, which are fully described in 3GPP standards.

    yeah those are Protocols. i know it. But i am asking about any idea of that protocol and how to design?

    RLC/MAC we are using in GPRS configuration. i need designing the RLC/MAC ?

    when you say “designing”, you mean “tuning radio parameters related to RLC/MAC layer” ?
    what kind of algorithms do you want to tune ? RLC/MAC is in charge of many algo.
