Basicaly You need to concentrate in the UL pool since DL CE cong would be a really odd situation
There is a direct mapping on the number of UL_CE that each rab uses. You need to correlate the offered traffic in each service (HSUPA, HSDPA/64 or 16, r99/384, r99/128, r99/64,speech etc) and see how many CE you will need
