Are it possible to tie +24 & -48V ground together, we have a site where the power technician tied +24 & -48V ground together we facing problem in the particular site like dip error. What happened if they do like that?

If I’m correct, your system works with -24 V (-48+24=-24)and that’s why you have problem in that site.
