    Hi Manchester,

    AMR is stand for Adaptive multirate which is a coder.
    For voice coding at different rate.

    In Good RF Codition network full rate coder and you will get good speech quality but in Bad RF condition half rate or low rate coder will be use at that time low speech quality will receive.

    Hi Manchester,
    Could be a lot of things, depending on if C2 condition is set to favour it or DCS being the preferred layer set on BSC. MS_TX_PWR_Max allowed on the cell, Access_Min of the cells. etc.
