Hi Xperts and Pix,
I need to know about some Penalty time that we want to apply on certain Connections when they come from 3G to 2G . . . so that they don’t go back to 3G instantly.

Are you using monoband cc cell, or multiband cc cell ? (cc = concentric)
if monoband, then use
ZONE HO HYST DL = 6dBm
ZONE HO HYST UL = 3dBm
MS_TXPOWER_MAX_INNER = 33dBm – the trx attenuation in the inner zone (ie. if attenuation = 10dB, then mstxpowermaxinner = 23dBm)The parameter neighbour Rxlev(o,n) is very very very useless, keep it at a default -47dBm for all neighbours. I don’t think it is worth explaining it in details…
If you increase it towards a certain neighbour, you’re going to reduce the number of HO from inner zone to that neighbour.
Please share your current settings.

?now some analysis :
BS_TXPWR_MAX= -30dB
and
BS_TXPWR_MAX_INNER= -30dB
is CRAZY !!!!
Are you really putting an attenuation of 30dB to your BTS ? Then there is almost no coverage at all.
This value should be 0dB.Then….
MS_TXPWR_MAX= -30dBm
MS_TXPWR_MAX_INNER= -30dBm
that should be a positive value, such as +30dBm (in 1800MHz cell) or 33dBm (in 900Mhz cell)Waiting for your answers to the first questions…

No wonder you have lots of level HO.
Please check if this setting is really necessary or not.

try the following settings:
RxLev_UL_Zone = -95dBm
RxLev_DL_Zone = -86dBm
Zone_HO_HYST_DL = 6dBm
Zone_HO_HYST_UL = 3dBmplease tell me your QOS stats, the ones I asked few posts ago (traffic, etc…)
