Recently a trial was conducted in our Alcatel 2G network. Value of a Cell level parameter ‘W_QUAL_HO’ was changed to from 1 to 2. We were expecting that this would reduce Downlink interference HO’s instead after implementation DL INTF HO’s increased which was not expected.
I would really appreciate if someone could explain this abnormal behaviour.
