It is not 100% true.
There could be losses not only due to blocking (SDCCH, TCH, ABIS, A …) but also due to HW failure. For example: in case of cross connected Antennas between sectors, or one of TRX could be damaged.

Is the Cells with high SD Drop a border Cell? Check out ur CRH value. Try to increase ur CRH value to 8 if not. This may reduce ur LU.
But Bijoy,
Could u explain me wat exactly is definition of TCh Blocking and SD Blocking. Wats teh difference btw Blocking, Congestion and drop.

Thanks for the suggestion. A small elaboration on CRH will be helpful. We use NOKIA system here and there is no results for CRF in NED..

CRH (Cell Reselect Hysteresis),You need to search HYS in NED.
Default value is 4,Can be increases as per requirement.
