In my network we are facing major handover failures due to downlink quality.
What could be the possible reasons?
we have suspected hardware issues but no issue found.

bad thresholds for HO QUAL ?
interference ?
bad coverage ?
external interferences (from other countries, or from army vehicles) ?
what hopping type are you using ?
can you confirm the bad quality with drive tests ?
