    As big as possible !!! As long as
    – Paging capacity per cell is not exceeded (PCH load below 60%)
    – Paging success rate (NSS parameter) is above your target threshold.

    and why the threshold for PCH Load is fixed on 60%? why not 70% or 80%??

    Because I assume some smart people have done some studies, and showed that if load > 60%, the number of paging requests which are dropped/restransmitted is too high.

    I took it for granted. Now you can always check it out by seeing what happens if the load goes past 60%. Check your indicators (in NSS).
