you are right(I misread the question as only SD blocking) but In case it is utilized at peak then it wud lead to SD congestion not Blocking because at that time no attempt for SD channel will be made so no point of blocking.
If I m wrong then, you can pls elaborate this as it wud add to my knowledge.

Also I would like to rectify you that even if there is no free SDCCH (i,e SDCCH Congestion),BSC has no intelligence that it will prevent MS for SDCCH requests to that cell.

If in Huawei system you are facing such type of issue,check for the following
1.check for HDLC congestion.
2.Check whether you have set “Concentric cell”=”yes” for a normal cell.
3.Check if the feature “Dynamic MAIO” is kept “ON”

This ratio is set in BSC .The parameter name is “ALSDC”.The recommended value is 30%.
To handle this alarm,you can check the following
1.If any TRX containing SDCCH has gone faulty or blocked.
2.If the parameter ALSDC is set too high.
3.Wheteher Dynamic SDCCH is disabled
