There is no direct link… Well, there is a link, but it’s strange to think about that.
Swap feeders means that the Rx and RxDiv are not oriented in the same direction. Therefore the UL diversity gain is lost : MS has to emit with a stronger power.
Swap sectors : no impact on MS power, except … well, you could say that the MS has to emit stronger, because the frequency is more interfered –> C/I is bad –> MS must emit stronger to fight the UL interference.
It is not clear whether he is talking about swap sectors or swap of TX/Rx between sectors.
In the latter case also,looking at the MS TX pwr ,you cant conclude anything as such
