GPRS & EDGE Traffic in Siemens

i need help for gprs territory upgrade rejection kpi in siemens.
in siemens we do have counter for successfull tbf territory upgrades and downgrades but no counter for corresponding attempts is available?

any idea???? :S

throughput per tsl can be calculated as follows:

time of data transfer can be calculated by calculating the number of blocks transmitted*block period. In our case we use both signalling and data blocks to calculate this time.
