    Hi!

I find HOMARGINLEV for a cell at value 0, what is the effect? changing the value of this parameter either increasing or decreasing leads to which consequence?

this parameter has an impact in the candidate cell evaluation of the handover preparation of handovers cause 3, 5, 28 (HO LEV UL, HO LEV DL and FAST TRAFFIC HO)

The candidate “n” for this HO must verify the algo:
    PBGT(n) > HO MARGIN LEV

    0dB is a good setting.
If HO MARGIN LEV greater than 0dB, there is a risk a cell n is removed from the list of candidate without a valid reason

if HO MARGIN LEV less than 0dB, the cell n will remain in the list even though it is much worse than the serving cell. (PBGT (n) less than PBGT (s))

    Regards
