Yap it was just d confusion..!!
N I already read 29.018 Jan-2012 Release..!!
Also analysed trace on Gs & Gb..
I like that only one sentence from spec..
“The SGSN shall not retransmit the PAGING CS message”That’s all..There is a T5 timer in MSC,after expiry of same MSC should stop asking SGSN about..!! ๐
Some how I have convinced CS core guys with those arguments..!!

Problem was like ..
When someone try to call the MS which is not reachable(in real),MSC was playing announcement that Number does not exist..
MSC guys likely to be shout on us as Gs was enable for paging & only SGSN attach subscribers were facing d issue..!!
But It was concluded that SGSN won’t monitor this paging request as it will not repeat any PAGING-CS msg sent to bsc..
So,MSC is having timer T5,after expiry of the same,MSC should stop asking to SGSN n declare MS as unrechable..
Ultimately,Issue seems to be between timer conflict bet’n announcement & T5 expiry..
Means SGSN is not Guilty..!! LOl..

but if your paging rate (from nss counters) is low, it might be due to users not being able to be paged while in PTM.also, from BSS counters, you can count how many “GPRS suspend” occur. It means that either the MS in PTM has setup a call or received a call (through paging).
I don’t see other ways to count it…

Again Issue with Gs interface..
Android Os phone,when switched on,comes directly in PTM mode,
Now when there is not transaction within certain period(Say till detach time),SGSN detach the Ms..Mean While,MSC will also detach the MS with flag ISGSN(Implicit detach by SGSN)
Now if someone try to call that MS then it will be sound as un-rechable..!!
While in nokia Handset,there is a mode called Always Online & Whenever Needed…So not having this issue..
Only Android Phone are having the issue…
