is any operator in the world using the above supplemenatry service of GSM?

Siemens implements it with the ASCI Services. It is used on the train communication and by the police in some european states.
yes MKT also in huawei there is this feature
the question is not about vendors… every vendor should comply to the 3GPP, i think. But i personally don’t know any operator that uses the eMLPP.
