interl_layer HO thresh

    dear
    any body can help me with the deep explanation for inter-layer HO thrsh between 900 and 1800 because i have problem with the understanding for this parameter when I checked in TEMS is not as i considered fro exampe in my network put this paramter as -70dBm as I understood the mobile will camp on 1800 until Rxlevel reach -70 and then make HO but what i found is that less than this level the mobile still on 1800 let say -75dBm need help.

    What are the following parameters for 900 cell and 1800 cell?
    layer
    layerhyst
    layerthr

    if R12 or R11?

    HCSIN and HCSOUT values if R12

    I will try a simple way to explain it.

    900 cell got layer = 2
    900 cell got layer_threshold = 80
    900 cell got layer Hyst = 5
    1800 cell got layer = 1 (implies higher priority)
    1800 cell got layer_threshold = 70
    1800 cell got layer Hyst = 5

    Procedure:
    a MS assign to 1800 cell because it has higher layer priority + Rxlevel is better than layer_thr_1800. MS HO to 900 cell only if Rxlevel is worse than (layer_thr_1800 + layer_hyst_1800)and RXlevel is better than layer_thr_900.

    so in your case you mobile stayed in 1800 until level -75 (layer_thr_1800 + layer_hyst_1800).

    Plz I have the following parameters:
    (1800)
    RX_LEV_ACCESS_MIN=-90dbm
    Layer of the Cell=2
    Inter Layer HO Threshold=-70dBm
    Inter Layer HO Hyst.=5
    (900)
    RX_LEV_ACCESS_MIN=-102dBm
    Layer of he Cell=3
    Inter Layer HO Threshold=-85 dBm
    Inter Layer HO Hyst.=5

    Could u please explain me the scene of MS between 1800 & 900?
