I have a handbook titled “Traffic System Design Handbook” by James R. Boucher which discusses Neal-Wilkenson. This is based on the Erlang B distribution and add a factor for “peakedness” of the traffic. It is used to compensate for system-induced peakedness due to alternate routing.
