as a suggestion for finding this problem; at first step, we need to access to datum of signalling layer in BSC of two oprators taht let us check both of them by protocol anaylzer and verify them by log files of both oprators drive test log files two sim cards) and check two networks nss settings for roaming and fundamental SIM settings.
