How to use Cisco IGX clou

I am working on a project to use IGX cloud as voice trunking for PBXs at different locations. We use UVM module to connect PBX to IGX. My question is if I have to full mesh these PBXs, do I need a seperate UVM for each trunk or I can use voice PVC instead?
