the only reason i see is that the TCH are now allocated on a TRX which have lower quality than the others.
When HR is activated, the radio resource allocation algorithms choose a TRX which is more “favourable” to HR.
now if you are mixing HR with AMR, DL DTX and UL DTX,then there are perhaps some issues (???)
