Load is calculated based on:
1) One Tome Slot can Carry maximum of 1 Erlang @ one Hour.
2) Traffic on C7 Signaling Link should be keept bellow 0.3 Erlang per Time Slot.
so the formula is:
100*8*(SIFSIO+(6*MSU)
