RFC2508 does not take into account ethernet. Notice that it discusses low speed serial links.
When “requirements that the link layer provide some packet type codes, a packet length indication, and good error detection.”, I think the standard HDLC, Frame, and PPP types of encapsulation will take care of those “requirements.”
If you have a lot of bandwidth, such as ethernet, do you really need header compression?
