BTS not found in RNW database

When creating ADCE thru MML commands, I get the following error:

DX ERROR 10540
BTS NOT FOUND IN RNW DATABASE

The only thing I found about it is:

The Base Station has not been created into the RNW database. There
must be an existing BTS under which a Tranceiver, a Frequency
Hopping System or an Adjacent Cell object can be created.

1) I know the command syntax is correct because the same command was used for other ADCEs.
2) Both 3 NE (BSC, RNC and OMS) were uploaded (updated).
3) Both source and target exist and have their name parameters.
