Diff b/w Radio Payload & SGSN Payload

    hi experts

    Need your expert opinion for the below query.

    Consider Payload=Download

    Payload calculated at Radio level=X
    Payload calculated at SGSN level=Y

    query1: X is never = Y …why?
    query2: X should be >Y …if yes why…if not why?
    query2: Y should be >X …if yes why…if not why?
