When you turn your mobile device on, the first thing it does is it sends a channel request. The base station listens to this request and sends back an immediate assignment and this is how a connection is set.
If you mean International roaming, which is basically being able to make calls when you’re outside your home PLMN, the network that you can connect to is the one that made roaming agreements with your home PLMN operator.
