The IS-95-B New Soft Handoff Algorithm feature (FID 3471.0) was implemented in
Release 17.1. The new algorithm is designed for an IS-95-B compatible cell site
(OP_P_REV is 5 or above) to support the IS-95-B compatible mobile stations (that is,
mobile stations with protocol revision greater than 3) to use the dynamic pilot add and
dynamic pilot drop thresholds to determine when to send a PSMM to the base station.
The feature is intended to reduce unnecessary soft handoffs when a call is in good RF
condition, therefore reduce cell power and network resource usage and possibly improve
forward link capacity without negatively impacting the RF performance
