    In case of SD congetion u will nt get SD because of unavailability of Channel element.
    Reason:1) Improper LAC planning
    2) HARDWARE Issue.

    SD Drop takes place after SD allocation but before TCH allocation.
    Reason:-1)Poor coverage
    2)Interference
    3)Abis link failure

    There are some other reason for SD drop.

    SD congestion is related with the traffic on SD.

    SD congestion can couse sd drop. but the main reasons of sd drops are unclear ARFCN and coverage gap.

    sd congestions are due to
    unavailability of resoursces i.e. sd channels, either being used by others, or the sd ts not working,i.e. hw issues.

    sd drops occur after an sd sub-ts is seized but is dropped due interfernce, coverage, LAC
