    Hi,

    Kindly help bit confused abt this,

    I have 2 Lac in one BSC,

    How the nbrs at the LAC border are to be defined as external or internal?

    one BSC cells whether they are different or the same LAC will be internal neighbour, external neighbour is the cells between two or more BSCs.
