TBF (Temporary block flow) are the radio resources assigned to each mobile between MS and PCU during a GPRS-EDGE connection.
There are many TBF’s for each time slot because it is the principle of GPRS to share radio resources between many users.

Which is managed by RX_LEV threshold used in radio link supervision in order to change the TBF coding scheme from CS-1 to Cs-2 OR CS-2 to CS-1.

The solution for IP communication between MS and IH permits
services beyond those that GSM can provide, allowing customer
segments beyond those using GSM today. Machine-to-machine
