consult your network provider. it shouldn’t be a problem if you are sending the traffic to a gateway router in europe that will then convert the traffic for use on a local network…they can get their metered minutes that way…and some countries like the UK and France are easier than Germany when it comes to things like that

Can someone explain why this should/could be a problem? What can be illegal about it? Does it very on using a provider or a WAN link between two PBXs (this is already being used on a small scale internationally). I don’t follow.
Most of Europe should be ok – but I would check with the local providers. In some countries the gov’t still runs the voice network or has severe restrictions to avoid losing revenue to voip.
