MGCP Question

    We are planning to implement MGCP protocol. So I am wondering whether the state diagrams given the RFC 2705 are implemented as part of MGCP protocol or they are implemented above the MGCP protocol Stack? For example when MGC sends a CreateConnection request to MG, who will decide whether to allow the creation of connection? Is it MGCP or a layer above the MGCP?
