hi varun,

1) i dont know those parameters, i only work with ALU systems.

2) penalty time is used when a MS detects a neighbour cell : durin "penalty-time", the C2 of the neighbour cell is decreased by "temporary-offset". When these duration is expired, the C2 of the neighbour is put back to its normal value.
rxlev access min = -104dBm
cellr eselect hysteresis = 6dB
cell reselect offset = 0dB
penalty_time = 20s
temporary offset = 10dB
Rx reseect hysteresis : i don't know this one. it is not standard.

Penalty time, is the time period when the MS will access the cell.

Hi pix,
Need ur help,I want to know about LMRG,QMRG and PMRG & what shud be the exact threshold value for these parameters of handover in GSM.

2)one more thing, Cell reselection parameters like(Rx access min,Cell resect hysteresis,Cell reselect offset,penalty time and Rx reslect hysteresis) all these parameters are uses to avoid ping-pong in border cells.
So I want to know the exact threhold values of above parametrs and meaning of Penalty time.
